It's not for starting. It's to prevent icing when the weather is cold. The air is flowing too fast to pick up much heat. But the expansion through a closed throttle drops the air temperature a tremendous amount. You don't want ice to build up on the throttle shaft so this is to keep the metal warm (not to heat up the air).
