Outside temp reading and A/C

Hello all,
I need some help to figure out the problem in my 1995 900S A/T 103,XXX miles. Most of the time the SID shows the outside temp to be about 7 to 10 degrees hotter than what it really is. At random times during slow traffic the A/C stops blowing and starts working fine after I turn it off for a few minutes. I have no problems when driving at highway speeds. The cooling fan slow speed works but I can't tell about the high speed; I replaced the high speed fan relay and didn't notice any change though.
The problem with the temp reading and A/C cutting off started happening at the same time a few weeks ago. I wonder if these two issues are related and what is the solution.
