If it's broken enough that you can actually remove the control arm, you can try an easy out or weld a nut to the stub that's left. The thing you might have to worry about is that, if I recall correctly, there is some pressure/tension in the threading (in other words it's the thread fit is such that you can't easily spin the bolt in the thread like a typical loose bolt/nut). It may have enough resistance to give you grief by snapping the bolt out if you're not very careful - then you're REALLY screwed (no pun). Use the biggest a$$ bolt out you can for strength.
If it's broke such that there is a stub portion keeping you from being able to drop the arm, then that's a little trickier. If you're going to replace the arm anyway, I would try to cut through the part of the arm that surrounds the bolt - leaving enough of a stub of the bolt intact to get vice-grips to grab the stub and unscrew.
Another, more labor intensive option, would be to drop the subframe a little and see if you can unscrew it from the other side. I'm not sure how it looks from the other side, but I'm sure enough of the front end of the bolt sticks out enough to grab and turn.
