There's a lot of lingo that goes around so I'm not sure if there is a REAL standard, but here's my interpretation.
The "strut assembly" could refer to:
The housing that holds the STRUT CARTRIDGE (also just called STRUT or STRUT INSERT). In the Saab, the KNUCKLE is integral with the housing and holds the hub (and wheel bearing). The verbiage may/may not include the actual strut, spring, strut mount, hub/bearing (if referring to new, it's almost guaranteed NOT to include them). Sometimes it is referred to as just "knuckle" to mean the bear housing (as it is integral).
The STRUT (STRUT CARTRIDGE/STRUT INSERT) is like a shock absorber. It is what damps the up and down motion of the spring as your suspension goes over bumps, etc.
The "collar" the mechanic is speaking of is probably the GLAND NUT. The strut cartridge (or strut) just drops into the tube of the strut housing. The gland nut then holds the strut inside the housing.
Sometimes it's hard to tell the exact condition of the housing if it's really rusted. Like on mine, I thought I had a crack in the housing, but what it really was, when I took the assemble apart, was that the rust had eaten enough of the tube away that the "crack" was actually the thread of the gland nut showing through.
I don't know shop prices as I do most of my work myself. Assuming the price includes new mounts and a new cartridge (and OEM struts vs aftermarket), then I guess it's ok. If the mech is going to replace the assembly (ie the housing), then I guess that's ok if it's for a new housing. As long as the used housing is in decent shape, there's not much to go wrong with a used one, but around here I really had to hunt around for a decent used one being NH (some were trying to pawn off ones that were even worse than mine).
The price should include a new bearing and clips as it probably does not include a new hub so the process of swapping the hub destroys the wheel bearing (the damage occurs as there is no way to support the bearing properly when the hub is being pressed out). If they use a used assembly, it may be the whole caboodle as many yards just pull the WHOLE assembly out as is - BUT, you take your chances on the condition of all the parts - especially the bearing and strut cartridge so I assume they would replace.
