steering question

I just got a 2000 9-3t and the steering was very bad, I have spent money and it has not gotten better.
replaced both front bearings
replaced inner and outer tie rod ends
replaced both lower ball joints
fitted vrk to steering rack
I can move the steering wheel back and forth a little (3 degrees) without the wheels moving.
If I grab the arms between the inner and outer tie rod ends I can move it up and down about a 1/4" (the metal part of the rack does not move)
is there a way to adjust this ?
is this a bad rack ?
I see that there is a thread on another board about bulkhead separation, and how you need to get it welded but I find nothing here, does anyone know anything about that and what I should look for, if ?
