TB goes to limp home when key turned on

My, 2000 9-3 goes to limp home each time I turn the key on. I can reset it, but it just repeats. I tried a different TB (used one) and it still happens. I have swapped the boost control valve, purge valve and MAF and nothing makes a difference. The CEL is one, but I don't have any way to get codes right now. Its possible both TB's are no good, but I'm hoping for some other ideas.
