There was considerable rust on the hub when the rotor finally came off. I cleaned both front hubs with a wire brush attachment on my drill, and both rotors simply slipped on. The vibration is all the time anyway and the brakes feel smooth as glass.
The vibration shows up starting around 50mph, gets steadily worse with increased speed up to about 75mph, then gets better until it almost disappears around 85mph. Of course I cant drive everywhere at 85mph, so if I want to take the highway and retain my sanity I need to take care of it.
I will try swapping and testing the rims. They are the three-spoke Viking style Saab rims with the center covers. I don't feel like spending any more $$$ on the car, since I am trying to save and finance something new in the fall. So any fixes that would require expensive parts or lots of labor are out of the question. I have really enjoyed the years this car has given me, but I have taken my recent troubles as a sign that it is time to move on.
