For your first question: The SE model generally came with every option including climate control, leather, power seats with driver memory, upgraded stereo, etc. (Be aware that in some later years, they only had an SE model and they had two levels of trim, much like the earlier models but harder to tell apart without knowing what features they had).

The DIC type is tied to the engine type. The 1999 and earlier 9-3/900 has red. That motor is actually a bit better in terms of durability and known issues.
These engines run a very long time, but 164K is a lot of miles on the body in an area that has Winter/salt. If you're in such a climate, check around the top of the rear shock towers for rust. Check the A/C to make sure it works. Check for front end (or tire) issues by accelerating on a highway, up a long hill, from 55 to 70mph. Front end vibration issues usually show up in that range. They can be simple (expert balancing needed, $50), or complex (tripod bearings and/or races needed, hundreds of dollars). Check the emergency brake for proper operation. If it's a standard, make sure it shifts smoothly into all gears including downshifting. If the clutch is really high in the stroke, or doesn't release the transmission properly between shifts, that will cost $1000-$1200 to replace.
That's off the top of my head... others may comment on other things to check. You shold probably have an independent Saab mechanic check it out for you. If you can't find one in your area, someone here may be able to point you in the right direction.
FYI - if you have the money, you could probably get into the same car with less than 100K miles for a few hundred more. That would be my suggestion.
