Hatchback won't lock

I can't get my 2000 9-3 hatch to lock. Been that way since I got it. It won't lock with the central locking or by using the key. I swapped the electronic "actuator" and latch mechanism off another car and still no luck. (Parts were off a junk car, but hard to believe the same issue would happen.) If I insert the key in the hatch and turn it one way, the actuator will power up when the limit switch is tripped by the key rotation.
I have all the cover off, but just need some advice on what to look for here, I can't believe it could be very difficult? Thank you!
