1998 900SE 2.0T P0132 & P0138

I have a 1998 900SE 2.0 Turbo with 203K on the clock. I have had a random MIL light appear immediately upon start up and not during running the car. The 2 codes I am getting are P0132 and P0138 which are high voltage on both the front and rear O2 sensors. Both sensors are relatively new with less than 5K miles on the rear and only 1,000 on the front. I replaced them as Preventative maintenance when I changed my rear engine seal.
My question is what can cause both sensors to read high voltage? Could an Alternator spike at start up cause this. I find it hard to believe that both relatively new sensors are bad in the car.
I would appreciate any help I can get with this one. The car is not having any run issues from this happening other than the random MIL light upon starting the car which causes me to pull over and pull my OBD2 reader and check and clear the code but I live in an emission county and this will be an issue when I inspect the car if it hits me right. Thanks for any help I can get.
