Timing gears after head gasket...

Hi all,
Have everything buttoned up but the car runs in a not very nice manner...just stumbling. I took the cam cover back off and put the main pulley at the zero mark and looked at the timing gears.
Question 1: I'd read that you want 15 links between the marks on the pulleys...I have 15 links IF I include the links directly on the marks. Do I instead want 16 if I include the links directly on the marks?
Here are pics of what I see:
This is the front of the pulleys and you can count the links and see how the exhaust side pulley mark isn't straight up. The intake is straight up.

This is from the back side. The exhaust mark is just a tiny bit off...about a tooth worth. The intake side looks off, but that's just the camera angle...it is right on.

Thoughts about the counting of the links would be appreciated! I'd love to have this baby back on the road tomorrow since it is cold here and my spare car doesn't have heat. :)
