I had mine done by a paint shop, first thing they did was sandblast the affected area. I think this was key to eradicating the rust inside and out. They painted the whole rear panel plus the door and got the color match just right. Your method sounds good too but the sandblasting part should only add a little to your overall cost I paid about a thousand bucks but that included taking the rear bumper off and repainting it plus repainting a new door mirror housing.
