I think I've read here and elsewhere that the proper length "short belt" for an NG900 is a 6PK-2455, not 2465. As far as I know, the tensioner is not adjustable (it just uses a big torsion spring) so your mechanic is correct. The difference of 10mm could be enough to put you at or beyond the range of the tensioner's travel.
It makes sense that having the AC on and turning the wheel are putting enough load on the belt that it slips due to not having enough tension.
