As with other European cars, with the head lamps powered up, as you transition from low to high beams, or perhaps the other way around, as you pull back on the lever, both high and low beams are powered up, until you release the lever. Then there is in-rush current.

Haynes manual shows one 10 amp fuse per filament, in the underhood fuse box. The fuse behind the drivers door is for the control side of things.
