Having repaired the heater in the drivers seat (2001 9.3 we used to own)...
It's tedious but not terribly difficult to take the cover off & then you're looking at the foam & heating element. In my case I just had to solder a wire back together in the heater. The foam is just foam. If you can find the proper type/grade of foam, you could probably "sculpt" some peices to restore the support in your seats.
