Without know exactly what a '97 steering wheel looks like but having worked on a few other vintages I'd say pop off the front cover (there may be screws at the rear of the spokes). With the cover off you will have access to the contacts, the 'buttons' with their bridging contacts usually are attached to the cover while the wired contacts stay on the wheel. I assume that the contacts need cleaning or something has happened to the wiring. First try shorting the wired contacts on the wheel. If that doesn't result in a honk, it's probably the connection further down the column where the contacts slide on a ring, in which case the steering wheel has to come off and you'l have to deal with the airbag clock spring.....
