Welcome to dealing with turbine studs. Best to remove the turbo (or just turbine housing if its a TD04) to drill out and cleanly tap or just replace the turbine housing. Makes it much easier to work with once its removed from the vehicle.
Recently I replaced a turbine housing on a '02 9-5 where someone drilled out the threads, fit a replacement stud and tack weld the new stud to the turbine housing. The turbo got hot enough the weld broke.
