On my 99 9-3, I removed the head rests, removed the black panels on the top of the seat backs, and installed a new cable to activate the mechanisms at either end of the seat back topper.

My handle had broken and ruined the cable so I removed the handle and added a piece of rope to act as a 'pull cable' that dangles into the cargo area.

When I need to lower the seat backs, I pull the rope, which tensions the cable and activates the mechanisms.

Hope that info was clear enough to help, once you get in there, it's pretty easy to see how it all works.
