Alternator low voltage? Causes other than bad alt?

Just wanted to double check on this. 2001 9-3 SE 200K+ miles.
Voltage @ battery with engine off = 12.5VDC
Voltage @ with engine running = 13VDC.
Is there anything other than the alternator itself that would account for the low voltage? Battery terminals are clean, cables look in good repair.
I still need to ohm out the cable between the alternator and the battery, just to be sure the cable is good, and double check the connection on the alternator itself.
Everything is running ok, other than the engine turns over slow when starting (needs a new starter I'm sure). Starting slow is not a cause of the battery, I swapped batteries to be certain on this one.
