Yes those are the screws. I remove the the antenna assembly and place a small hammer on the inside the body metal and then tap the body metal with another hammer and it flattens it back out. The casing of the motor grounds to that bracket. If you have the motor assembly removed you can see the metal ground strap running from the motor down to the bracket. As a quick test you could run a wire with alligator clips from a good body ground to the bracket and see if it works then. As far as you meter I think the "omega" scale would be ohms as that is the sign for ohms. It should have a scale maybe with a dc v or maybe a v and dashes. One of those would be for volts.
