How many miles, what engine, what previous work has been done?
If you are sure that it is the oil pump, then it does make sense to replace the cover
I have done three of these, and just replaced the gears.
Replacing the pump is a good thing to do, but I would be more suspect of the oil sump screen and main bearings causing low pressure.
