incorrect antifreeze ratio cracks radiator? (long)

1999 9-3 with 211,000 miles on it....I took it in because it was leaking antifreeze from the waterpump area. They said it needs a new waterpump, radiator, and a host of hoses - $2,000 worth of work.
I said that the car just had a new radiator & hoses in January 2013, and they replied that the car had an incorrect mixture of antifreeze & water so it froze and cracked everything. This makes absolutely no sense to me for a host of reasons (I only ever topped off the system with store bought 50/50 mix, it has not been below freezing for several weeks, and would the car even run at all with frozen antifreeze?)
I declined and am going to take it for a second opinion, but I just wanted to know - is this even possible??
The shop is not a Saab specialist but I have taken it there a few times before with no issues for radiator, exhaust, alternator, tires, and new power steering hoses.
thanks in advance
