I can only speak from having R&R'd the rad on a Viggen, and removing the bumper and intercooler was the way to go. It may be possible to do it by removing the brace on an SE but there are some screws and such you need to access down pretty low which would be difficult if not impossible to remove and even worse when installing. I believe the screws connecting the i/c to the rad are down there and face forward or are on the sides, for example. Removing the bumper gets everything out of the way and gives space to work and you are less likely to ding the rad fins during install. Disconnecting the bumper isn't too bad in and of itself but of course it involves removing headlights, side markers, grille, air deflectors under car.
As for wondering what they were thinking...that way lies madness.
