The basic SID (in base models) computes ONLY average mpg since the 'counter' was last cleared. In essence, the SID counts the volume of gas delivered by the fuel pump (i.e. fuel consumed using an output from the engine management computer) and divides the result (gallons) into miles traveled.
The smarter SID (SID 3) in higher models (such as SE) also computes current mpg as an instantaneous reading - for example, using fuel used in last second and miles traveled in last second (I think the update interval is a second but I try to keep my eyes on road). (This is easy to do using a couple of memory registers in the computer used for SID)
The twenty minute average mpg is used for estimating Distance Till Empty (found in both levels of SID). This 20 minute average mpg is not displayed by SID - rather SID tracks fuel used in last 20 minutes and miles traveled in last 20 minutes to give a mpg reading. This average mpg times fuel in tank is estimated miles till empty as displayed by SID. DTE varies considerably depending on whether you are in stop & go traffic or highway cruising. And you can get a fantastic DTE by coasting down a long slope in the Rockies (- with engine idling to keep up vacuum assist for brakes).
