97 900 SET cabin heat output is poor

This is the first winter driving in my used 97 900 SET and the heat output is lame. Is this normal for this model? The car has the automatic climate control system with many modes that don't seem to put out too much heat. The heat does come out warm, but not hot like other cars I have owned when driving for more than 30 minutes. I have to keep the heat on HI everwhere I go when temps are below 35F. Best warm heat comes out when in temp=HI, fan=max, recirculate, and econ. If econ is not on, I swear the air conditioner cycles even in 15 degree F temps. I hope this not the best this car can do, this car as is would not do well on one of those days the precipitation freezes on contact to the windshield. Does anybody have any ideas for trouble shooting? I noticed that the engine temp gauge waivers around a little even when the car is warmed up...this made me think that the thermostat may be letting coolant in the engine at too low a temperature. Any help to warm up my life is appreciated.
Recently put Michelin Artic Alpins on the car and they perform great.
