I too am in south central Wisconsin. When I last bought winter tires a few years ago I went with the Hakka NRW-H because I was concerned about dry interstate driving as much if not more than snow. I have been very impressed with the dry pavement performance. Due to the combination of a few very mild winters and reduced use of the vehicle over the winter I have had very minimal snow experience with the tire but have found them favorable to the limited extent I have driven with them on snow. I should point out that these tires are mounted on a c900 (we had Gislaveds on ng900 and have found that these worked well in the snow).

I think they may have possibly done a redesign on this tire so I am not sure how the current Nokian NRW offering compares to my tires. They are now calling it an "all season plus" tire. Sounds like some crazy marketing thing. The current ones still have a sever winter rating and the tread (from pictures) appears to be the same has mine so I am not sure what the "all season plus" designation is all about or how they compare. Regardless, these probably are not as aggressive in the snow as the other Hakka tires you have listed.

Based on other peoples comments I think the current Hakka 10 is probably beyond its prime.

If you haven't been out to the Nokian tire site they have a diagram (under the tire test section) that compares the various characteristics of their winter line under different road conditions. This seems to support your statement about the Hakka Q vs. the Hakka 1 (when unstudded). I think (speculation on my part) that from a design point of view the Hakka 1 was designed primarily as a tire to be studded where the Q was designed as a studdless friction style tire. Thus, the sipes in the Q give it an edge compared to an unstudded 1 on ice and snow but the more solid tread block (designed to support the stud) favors the 1 on dry (and according to the diagram wet) road conditions. There is also a new Hakka 2 that appears to be a friction style tire designed to accommodate studs but I don't think it is available in the US yet.
