My 95SET always did that bit, and it got pronounced after modifications. I replaced it with a piston type valve, and it is quiet now.
This valve is easy to remove and inspect, just two hose clamps. But is it probably not defective.
If your boost is normal, then I would not spend any money on parts or mechanics.
If you want to chase it down, there are a couple of things that you might try. Remove the 1" discharge hose, and note that the valve opens when at idle, and closes when the engine is stopped. Remove the valve and wash it with detergent and water to remove oil. This should make it quieter for a while, it did for me. While you have it removed and clean, note with mouth suction if the diaphram or case is leaking. Then do the same on the large ports. If noise still persists without any change, then drive for a while with the vacuum line disconnected and plugged off. Don't do any aggressive driving or get on full boost, and see if the noise goes away. Then reconnect the bypass valve vacuum line. Also check that the vacuum line is not split at the hose barbs at either end. This hose gets stiff with age, and the surface gets crumbley.
If you determine that the valve does not leak, and it is the source of the noise, then you have a normal valve.
