final MPG post before going to mechanic - any suggestions?

i've posted about getting only 18-19 mpg on my '96 900se turbo, down to a miserable 15 mpg in city driving. i checked the tires, inflated them up to specs; doesn't seem to have helped. i'm taking it to my mechanic tomorrow (roland at saab underground in brooklyn - a good man) for a going-over. any final suggestions?
i've been measuring the mpg by filling the tank, driving for a certain amount, then filling up again and dividing miles travelled by the amount of fuel. i think that's the safest way. my display readout is showing 18.8 mpg. it's been only 7,000 miles since my 35,000 service - so i don't think i'm dealing with a dirty air filter. could something else be cloggged/dirty and cause the engine to consume fuel this way?
one other note: twice in the past two months, the car has "bucked" - i.e. suddenly run very ragged, with the motor sounding like it was about to stall and the car vibrating weirdly. once on starting and once during an idle. it passed quickly, but seems to indicate the engine wasn't firing properly.
anyway, anything i could suggest to roland would be much appreciated.
