Is it on _all_ the time? The reason for asking is that I have some intermittent fault on my '95 SET where the upshift light will stay on when I lift my foot off the throttle. This is accompanied by no engine braking, ie, something is sticking somewhere and allowing more air/fuel? to the engine then I'm calling for. Replacing the Idle Air Control valve did not solve the problem for me, but was a nice way to burn $350 (well, $100 of mine, $250 on the ext. warr.).
The upshift light will come on if the rpms are above ~1800, transmission is in gears 1-4, and some minimal amount of throttle/vacuum is applied.
