I own my third Saab with snow tires on steel rims. Found out a few things.
Firstly, in the winter don't use the Sabre wheel covers from the 1980-early 1990s Saabs. They look nice, but will come off far too easily on bumpy pot-holed winter roads. I lost several before I realized this. They ain't cheap to replace!
Secondarily, the steel wheels on my 1999 9-3 have a center section (where the 'vent' holes are) which sticks out much further than most other wheels. I think that this is to clear the brake calipers. This prevents using many standard hubcaps. Try before you buy.
Thirdly, many of the aftermarket hubcaps sold in K-mart and auto parts stores may be cheap, but they are really poor quality too. I found the best sets at a hubcap speciality store. They carry new and used/original and aftermarket 'caps for most brands of cars. The big difference is the method which attaches them to the wheel. The Kmart type uses flimsy spring clips which will break. Mine have a spring loaded metal band which provides even tension. Much better and I haven't lost one yet.
