I have a '97 SETC so I can answer a couple of your questions:
1) Yes
2) There is no real 45K mile service, there is a 35K major service, check to see if it was done on your car, if not, get it done at 45K, it cost me around $300 for the 35K. It all depends on if they find anything wrong or not.
3) Blue, the little plastic colored piece falls off, its a well documented problem, get the dealer to fix.
4) Not sure exactly, I remember something like mid 9 seconds, but I could be way off, its a sporty car but not a sports car. There are alot of modifications you can make but in the end its a front wheel drive, which means its real tough to get the power to the road.
5) Not sure about the lights, mine worked when I got it and I have a convertable so I am not even sure it would be the same.
I think you will enjoy the car, most people here really like theirs, its tough to find a better car for so little money.
