Well, you should never be coasting in neutral in any event... All the cruise control does is hold the engine RPM steady. And no, it doesn't know when you shift into neutral (which seems to be a strange thing to do at any speed). Downshift and let the engine brake for you - this is pretty basic operation of a standard transmission. What possible advantage could there be to coasting in neutral?
All cruise controls that I have ever seen work in exactly the same way.
