Torn rubber sock?

I have a 1994 SE V-6 automatic transmission. I noticed a component covered with a rubber sock coming from the center of the firewall. Almost even with the intake. It hangs down freely and has some type of core inside the part was leaking clear fluid (water or condensation. Does anyone know what the (mysterious to me) sock thing is? And could it being torn cause problems for me? thanks,
