You don't say what year your car is but if it's a '94 or '95 then this is a known problem when the ABS module gets wet (they improved the weather resistance around the ABS module connector in '96.)
Take a look at the ABS module just behind the battery... You'll see a big connector that plugs in straight down into the square module. Remove the single screw holding the connector on... Check for moisture underneath and dry it out as necessary. You might also remove the screw from the top of the square ABS module and look at the circuit board to see if it got wet.
When this thing gets wet you'll see wacky behavior like what you're experiencing (bouncing speedo/tach, ABS light, brakes cutting in and out). Hopefully your module isn't blown... A Saab source tells me that since the ABS sensors detect wheel speed they've even seen the ODOMETER start moving when the car is at a standstill!! Wacky.
Keeps those wires dry!
