if it doesn't move at all, it might be dead. Check first, though. Sometimes the motor gets confused and doesn't return the arm to the rest position.
If you don't see the wiper move, first make sure the arm is tight on the shaft, it's attached with a nut like the windshield wiper arms. If it's tight, then remove the headlight and make sure the electrical plug for the motor is tight and clean. If all these check out negative, then it's rebuild (if/when Ed G finds the motor p/n) or replace time. Be sure you're sitting down when you get the dealer price quote.
