The fuel filter is good for well over 100000 miles. Not needed! New filter is around $20 including new seal washers, plus shipping, plus someones labor.
The new plugs are a good move before an emissions test. So is the use of fuel system cleaner. Techron Concentrate will also remove combustion chamber deposits.
The wires and rotor and cap will be fine if they are clean and in good mechanical condition. But mechanics do not clean things, they replace them. So that is the cost of not doing things your self. And at shop rates, you probably don't want to pay a mechanic to be cleaning things thoroughly. These ignition parts may very well need replacement.
Clean the business end of the coil as well.
Your shocks could be worn if you have some bad road conditions, but many shocks go well beyond 100000 miles. You should lean how to judge shocks your self.
Partial tune up? Can't change mixure, idle speed, dwell etc. So I guess that include putting in a new air filter. If you have a K&N, don't have it thrown out.
