You must be referring to the center Mud Flaps. Those are designed to deflect water/snow away from the rear tires.
As far as the fog light changing goes, I have done this 3 times in the last year.
What I do is I remove the side light. Pop the hood and there is one torx bolt holding it in. Remove the screw and the whole light will slide forward and it can dangle. No need to remove the wire harnesses. Now, you will be able to disconnect the elcetrical connection to the fog light.
Then, There are 2 or 3 bolts underneath that have to be removed in. They are all a part of the under spoiler. One is in the center and one is near the fog light. Once they are removed. The spoiler is held in by these tabs. Push down on the tabs and then slide the spoiler torwards you. It is difficult, make sure the tabs are pressed down, DO NOT FORCE.. I believe there are 2 tabs that need to be pressed down. For easier access, I always remove my grill. There are two clips holding it in place.
When the spoiler is unhooked, it will reveal a third bolt holding the fog light in place. Remove all 3 and your will be able to work the lamp out of the car.
From there, the opposite for installation.
