Sounds like your mechanic has a loan to pay off or something. Those prices are way out of line. That would even be too high here in the SF Bay area, where everything is outrageous. For example, you could do the brakes yourself, cost of pads only ($50); use the old rotors unless they are warped (you would know it from the vibration). Same with belt, easy; replace pulleys while you're at it. ETC.
In regard to rear brakes... Occasionally rears will wear faster. Happens on my 1991 S.
