Yes, while at higher boost levels, the ECU maintains the fuel air ratio by delivering more fuel to go with the increased air mass flow rates. But it is your foot that is the root cause, not the boost controller.
So if the increased available boost inspires one to tear up the ashphault, then there will be more fuel used.
The fuel air mixture is rich while on boost, this avoid knocking. But with more power, for a given driving style, you spend less time on boost then before. So things balance out.
(I am getting 30+ mpg highway on my commutes.)
