Ladar is aimed at the licence plate and the headlamps. Detectors mounted on the dash have been shown in tests to be quite useless, so when you put a detector up near the roof line, I expect that the loss of laser detection from the black paint line on the glass is a minor point.
To test the paint for radar penetration, find a mall with automatic doors that trigger K band. Then get at a distance where the unit is triggering from it at a low signal strength. Now hold the unit in your hand and move it arounds and see how the signal strength is affected. Move it behind the paint, near steel pillars etc. Rotate it and check its off axis sensitivity etc. If you can rotate it get to the edge of its detection threshold, then try it behind the painted glass in that orientation and see if there is an effect to the painted glass.
This should give you an idea about this issue.
Black or gry paint can have metal oxides and carbon in it. So this paint could be an issue for radar reception. Only way to know is to check it.
