My car ('97 SET Ragtop) ran a nice 220Km/h for a full 15 minutes a couple of week ago, and there was still some power left, I was not WOT yet... So being stuck at 170 is *not* normal.
BTW I had to back out, 220 Km/h with the top open is a tad too windy, even with the windows closed ;^)
I will not tell you the reading on the computer for the fuel average consumption (I had my passenger reset the computer). Let's just say you will not go really far at this speed...
