The first step I would try is to get the used car dealer to make the repairs or get them to come down on their price to cover the repair costs.
As far as your list goes, see my comments under your comments.

2) Center muffler has a small hole in it = $245 + 1 hour
--Part is available for <$150 and labor is closer to 30 mins. If you have ANY mechanical skill at all you should be able to handle it yourself.
==> I'm not a total mechanical dope, but what does it entail? I don't have a lift or anything like that and I have never done squat on a car other than put gas in it. What equipment is needed?
3) Clutch cable is "sticky" = $56 + 1 hour
-- Cables are fragile and should be adjusted per previous posts or replaced if you have problems with them. Farther down you mention replacing the clutch itself, but here you only listed the cable. A sticky cable by itself does not imply a bad clutch. The milage is very low for a worn clutch. If it is bad, I would suspect that the previous owner abused it.
==> My bad, it is merely the cable, not the cluth per se. Like I said, it feels fine to me, although I noticed today that there is a bit of a hitch getting the stick into the slot, once it is there and I release the clutch, no problems.
4) Input shaft seal ("possibly") = $57 + 8 hours YIKES!!
--Only replace when replacing clutch unless there is a catastrophic failure. The labor is for seperating the engine from the transmission and putting it back together again. The labor seems about 3 hours too long from what I saw in other posts. If you have this done, replace all accessible seals, including rear engine seal, and ALL clutch related parts.
==> I think this is more of a "while you're at it w/ the clutch cable, may as well check it". I doubt there is anything wrong there.
5) Strut bushings = $157 per side + 3 hours
--These are known to go bad, but most people don't replace them until they replace the front struts. If the car is safe and drives good, then they can probably wait until later.
