Heat problem again

I posted a message regarding heat problems in my '97 900SE a few weeks back and got some feedback, but the problem has resurfaced and I am back to where I started. The ACC system warms the car up fine, but it seems that once it reaches the temp setting on the panel, it cuts out completely. If I take manual control of the heat and blast the fan, I hear the fan change speed but I feel no air coming out of the vents. There is actually a slight "seepage" of air through the vent, but nowhere near the normal flow.
Someone suggested testing the intake fan that samples cabin air temp and relays it to the ACC. I did so with a smoke test and it was drawing air fine. I also removed the cover to this fan and noticed quite a significant buildup of dust and other gunk around the temp sensor/resistor. I cleaned this out and it seemed to help, I actually posted a followup message thinking I had solved my problem. No such luck.
It almost seems as though there is an electrical controls problem where the ACC is tell the fan to run, but there is some other restriction (possibly a flap valve of some sort) that prevents the vents from cranking out any of the fan's air. I have many local Saab mechanics stumped, and am pretty close to trading my car in for a new one, as heat is somewhat important up here in Maine.
