Had the same problem with cold start ups (95 900se 6 cyl) as all the other postings here. I have been to three dealerships trying to figure out what was wrong with the car. Finally at the last dealer I was told the Neutral safety switch needs to be replaced. Was given a quote of $975.00 because Saab recommends they change the Ignition switch also when the safety switch is replaced. So this estimate is for the replacement of both parts. I was also told that this is a common problem and the dealer replaces many of these. I called Saab customer service and they agreed with the estimate and said that they are sorry there is nothing they will do to help with this. My car has 65,000.00 miles so it is off the warranty
I was also told that this can be left unfixed and not do any damage to the car. My question is then why is it there and why so expensive if it is apparently useless? She could not answer, another in the list of expensive Saab repairs that seem very common and not the companies responsibilty for design flaws. Live with the inconvienience of restarting car in cold weather or pay for the fix. Glad I don't live in Sweden.
