Sticking Rear Pads

Hi,
My 97 900S 2.3L (60k miles) has sticking rear pads (on both sides) - inner side only. The dealer wants CDN$600 to replace both rotors and pads, hence I am going to do it myself. I had a quick look at it today and with the rear wheels off, the inner pad on both sides is twice the thickness of the outer one i.e. they have been like this for some time (I have had the car 6 months i.e. the brakes have been like that from the day I bought it - braking is okay, although lacks bite).
I asked the dealer whether this meant that the calipers were siezed - they thought that they probably weren't - although didn't take them apart to inspect. I am quite happy replacing the rotors and pads myself - what I am not sure on is the procedure for investigating the reason for the inner pads not working. I don't want to replace the parts without being sure that the inner pads are going to be pressing on the rotor when I brake -
Does anyone out there have experience of this problem and can let me know the procedure for assessing the calipers i.e. lubrication points etc.
