I don't have much of an answer, but I can tell you one thing, touch up paint does not adhere to bare metal. With that size chip, I assume bare metal is the case. I repaired a large chip with primer and touch up paint, but it was in an inconspicuous spot. If there is a better way, I'd also be interested in hearing it.
