The sensor at 600 ohms sounds to be in range. So knowing that the sensor should be able to provide a reading and that it has two wires and no connection to ground at the sensor, the two wires must be providing the complete cicuit. To measure the resistance and temperature there needs to be a voltage. Measure the volts across the two harness contacts and from each to ground. See what that gets you. If there isn't any voltage on the wires, check for harness damage etc. If the wiring is not at fault, then the problem is deeper in the system. If the vehicle side was ok, you would be able to put a resistor across the connector and get a temperature indication. If you drive and get a CEL, it is probably that the ECU thinks you have a cold engine or ETS fault. If you don't get a CEL the ECU may be getting temperature but the indicator is not responding. A TechII would allow you to see what temperature the ECU is seeing... if any.
