No - these are bona fide miles per US gallon.
With 215x45x17 tires I was getting about 27.5 mpg with highway driving between 65 (secondary hwys) and 75 mph (interstate) with 30% town and 70% highway driving.
Switching to 195x60x15 inch rims and tires (less weight and rolling resistance) and reducing speed to 60 mph on seconday highways and 70 mph on interstates I get a consistent (over 20,000 miles) consumption between 30 and 31.5 mpg (according to the SID) - that's 30.5 - 32 actual.
It dropped a bit after I put on the Dawes MBC because I was having fun playing with the increased boost and was driving a lot with full throttle acceleration - but now the novelty ids gone its right back up there.
I think having the engine breath easier also helps - I have the Saab sport exhaust and a the 3+ inch air intake mod with a K&N filter.
