The rules are different for a shop and for an individual. Repair shops have rules that are meant to limit the amount of chloroflurocarbon refrigerants (greenhouse, ozone destroying gases) venting into the atmosphere. (e.g. You must diagnose and repair the system, not just fill it...) Those rules do not apply to individuals. You can refill with 134a anytime you want. Just make sure you know what you are doing.
Thus, I can do things to my A/C that would be prohibited by EPA, etc. For example, I've installed Duracool (a hydrocarbon blend) in my OG900. It is illegal for an A/C shop to use flammable refrigerants, but not for individuals (except in some states; but not where I live.) Before someone flames me about flammable refrigerants... a)they are used in other countries and have a good safety record; b)they are much more environmentally friendly than chloro-/fluor-/etc. compounds; c)why worry about a little "propane" (a few OUNCES), when I have 15 GALLONS of a flammable liquid (gasoline) in the back...
