...the story was just a variation on a theme from many prior movies. It was truly groundbreaking in special effects, but to me, a "best picture" needs to be one that combines excellence in everything, story, directing, acting, etc.
Ironically, The Hurt Locker is not the typical political Hollywood war movie, so I was surprised it won. The message of Avatar was much more political (evil military/industrial complex vs. noble indigenous people). The voters tend to like independent films and The Hurt Locker as much more in that genre.
